Description:
Checks if a file can be read. It uses the standard Java File object, which makes it very fast under Coldfusion MX

Return Values:
Returns a boolean.

Example:

<cfset filename="c:\autoexec.bat">
<cfoutput>
    Length: #FileCanRead(filename)#<br>
</cfoutput>
