Description:
Returns a date for Halloween of a given year. If no year is specified, defaults to current year.

Return Values:
Returns a date object.

Example:

<CFOUTPUT>
This year, Halloween is on #DateFormat(GetHalloween (), 'dddd, mmm dd')#.
